The oldest house in the village is Harp’s Farm, to which John atte Harp gave his name. The name Hallingbury means the ‘burh’, fortified area or dwelling of the Heallas. This would have been Wallbury Camp, which is said to be 2000 years old and to have been a place of refuge for women, children and beasts when tribal enemies threatened, rather than a fort.

The proposed residential development will be located within the area of the site which is fenced, open paddock land which is already well screened by existing landscape buffers on the southern and western boundaries. This landscaping is already mature and is an established feature. As such, the proposed development would only be partially visible from the south and east.

In order to maximise enhancement and mitigate this low level of harm, it is therefore proposed to reinforce the historic boundary near the stream to the south of the site with new tree planting in a naturalised manner. This would assist soften and filter views of the proposed development and would provide a well-designed sympathetic low density outward looking edge and settlement.

A pre application Vision document was prepared and discussed with PINS prior to the preparation of the Outline Application which incorporated advice given from this consultation.
